COVID-19 Vaccine Business Incentive Program
Purpose: Promote and support community COVID-19 vaccine clinics for their customers and staff. Activities support the Anne Arundel County Department of Health’s COVID-19 response efforts. Funding from the AACDOH is intended to provide an incentive for the business and its customers.
Term: July 1, 2021 – TBD
Who’s Eligible: Any small business in Anne Arundel County. The Sub-Grantee must be in good standing with the Maryland Department of Assessments and Taxation. Businesses must vaccinate a minimum of 10 people at their clinic.
Incentive Program Details
- First 50 people to get vaccinated at their site = $1,000
- $500 for the business to defray costs.
- $500 for the business to provide incentives to customers who get vaccinated (merchandise, gift cards, services, etc.)
- A minimum of ten people to get vaccinated = $500.
- Each additional increment of 25 people vaccinated = $500
- Second Dose Clinic = $20 per person vaccinated with a second dose.
- $10 per person for the business to defray costs.
- $10 per person for the business to provide incentives to customers to get vaccinated with their second dose (merchandise, gift cards, services, etc.)
Documentation Required:
- Signed grant agreement.
- A completed W-9 form.
- “Proof of Receipt” for incentives received by clients during the event. See attached template.
- Request for payment (on company letterhead or using sample attached invoice) submitted to the AACDOH within 15 business days of the vaccine event.
- Request for payment should include: details of all out of pocket expenses/receipts.
- As a tax exempt entity, the AACDOH will not reimburse any sales tax paid by the Sub-Grantee.
- Sub-Grantee is responsible for providing a copy of their single audit report for the respective fiscal year if they expend more than $750,000 in federal funds and, if their annual report is more than $100,000 in Maryland Department of Health (MDH) funds are received for cost reimbursement contract/agreement for the fiscal year. Sub-Grantees who do not meet criteria must submit an attestation signed by an authorized Sub-Grantee agency official stating that the Sub-Grantee does not need a single audit or a MDH Human Services Sub-vendor Audit.

Mobile COVID-19 Vaccine Program Overview
The AACDOH is scheduling COVID-19 vaccination clinics for those disproportionately affected by COVID-19 and other vulnerable populations throughout the county to improve access to the COVID-19 vaccine and decrease morbidity and mortality related to COVID-19. Vaccinations are completely free of charge.
Who Can Be Vaccinated: Anne Arundel County is currently vaccinating individuals age 12 and over, depending on vaccine availability.
Set Up Needed:
Indoor Vaccine Clinic – Preferred
- Identify one point of contact for your site.
- Two large spaces needed. These rooms should be relatively close to each other and be large in size.
- One area for vaccination that will allow for social distancing.
- One area for observation post-vaccination that will allow for social distancing.
- Chairs for the observation area (approximately 10-15).
- Large space in general to ensure proper distancing.
- Two tables for vaccination stations.
- Two chairs per table.
Outdoor Vaccine Clinic – if indoor space is unavailable
- Identify one point of contact for your site.
- Large space in general to ensure proper distancing.
- Covered areas for clinic space
- A minimum of three 10×10 tents: registration, vaccination and observation.
- Ability to allow clients to socially distance.
- Chairs for the various areas (approximately 15-25).
- Two tables each for registration/vaccination areas.
- Two chairs per table.
- Access to electricity.
*All outside clinics are weather permitting.
Before the Clinic:
- Determine if the clinic will be for adults (18 and over) only, or if children ages 12 and up will be registered.
- You will receive a link via email to register eligible individuals for the clinic.
- Individuals under 18 will need a parent to register and consent to vaccine administration.
- Minors under the age of 16 MUST have a parent/guardian present during the clinic.
- Minors age 16 and over do not need to be accompanied by a parent/guardian as long as they are preregistered and a parent/guardian has signed the consent.
- Feel free to share the registration link via social media, print materials, etc.
- On-site (walk-up) registrations will be accepted up to 30 minutes prior to clinic end time.
- If possible, AACDOH staff will conduct a site visit prior to the scheduled clinic day.
Day of the Clinic:
- Vaccinating team will arrive 30 minutes prior to the start of the vaccine clinic to set up supplies. Please show them to the predetermined areas.
- Keep the flow of individuals steady so vaccinating is efficient and the clinic can end at the correct time.
- Help guide residents to the observation room for their 15 to 30 minute observation time post-vaccination.
- The vaccine team will close the clinic at the predetermined clinic end time. Individuals who arrive late will not be vaccinated.
- Any unused vaccines will be transported to another vaccine clinic by the AACDOH staff.
After the clinic:
- You will be contacted by the Vaccination Team to schedule the second dose vaccine clinic, if needed.
- You will receive a new link to register individuals for their second dose via email.
- Prepare for the clinic as you did for the first one.
